Rick has a Bachelor of Science Degree in Business Administration and Information Technology from Colorado Tech University.
Rick's expertise includes:

- MySQL database design & administration
- Apache server administration
- PERL, PHP, HTML, JS - AJAX programming
- Server / system hardware repair & configuration

Rob Patterson
Vice President - Field Operations Group
Rob brings more than twenty years of administrative management and investigative experience to WORLD CHARTER, with law enforcement experience from three California agencies.
Rob is a POST Certified Investigator in:
- Internal Affairs Investigations
- Background Investigations
Rob Patterson will be directing the Law Enforcement Section with tasks that include police officer, dispatcher, and civilian candidate background investigations, as well as Internal Affairs Investigations for client law enforcement agencies.
Rob is also an interview / interrogation expert and teaches related subjects for WCI's Law Enforcement Candidate Seminars.

Director - Training & Human Resources
Theresa brings more than ten years of HR experience to World Charter. She comes to WC from GE where she managed several HR departments.
Theresa is a graduate of UCLA with a BS in Political Science and holds a Masters in Human Resources from Pepperdine University.

Brandy Hines
Director - Business Intelligence
Brandy brings more than fifteen years of diverse experience to World Charter. She has experience as a Deputy District Attorney with the New York County District Attorney's Office and Brandy was a legal consultant for the Jonathan Dalbert Foundation.
Brandy is a graduate of Harvard University with a BS in Business Administration and J.D. (Juris Doctor) Law Degree.
